mParivahan Seva - Complete Guide to All RTO Services in India
The mParivahan App has revolutionized how Indian citizens interact with RTO (Regional Transport Office) services. Before this digital transformation, getting any RTO work done meant taking a day off from work, standing in long queues, dealing with middlemen, and often making multiple visits. Today, most RTO services can be accessed right from your smartphone or computer. The Ministry of Road Transport & Highways (MoRTH) has built a comprehensive digital ecosystem that includes the mParivahan mobile app, the Parivahan Sewa Portal, Sarathi Parivahan for driving licence services, and Vahan Parivahan for vehicle registration services.
Understanding the Digital RTO Ecosystem
India's digital RTO ecosystem consists of four main platforms. First, the mParivahan App - the mobile application available on Android and iOS that lets you carry digital documents, search vehicles, check challans, and access quick services. Second, the Parivahan Sewa Portal (parivahan.gov.in) - the web portal for detailed form submissions and service applications. Third, Sarathi Parivahan (sarathi.parivahan.gov.in) - the dedicated portal for all driving licence services including new applications, renewals, corrections, and international driving permits. Fourth, Vahan Parivahan (vahan.parivahan.gov.in) - the portal for vehicle registration services including new registration, ownership transfer, hypothecation, and fitness certificates.
All these platforms connect to the same National Register (NR) database maintained by the National Informatics Centre (NIC). This means data is consistent across all platforms - your vehicle details on the app will match exactly what shows on the portal. The National Register contains records of over 30 crore vehicles and 20 crore driving licences across India.

Why Digital Documents Are Legally Valid
Many people worry whether showing a digital DL or RC on their phone will be accepted by traffic police. The answer is yes. In 2018, MoRTH issued an official advisory (Advisory No. RT-11036/64/2017-MV) stating that digital driving licences and registration certificates shown through mParivahan or DigiLocker are equivalent to physical documents under the Information Technology Act, 2000. All state police departments were directed to accept these digital documents. If any traffic police officer refuses to accept your digital documents, you can politely show them this advisory. Several court judgments have also upheld the validity of digital documents.
State-Specific RTO Information
While the core services remain the same across India, each state has its own set of rules, road tax rates, RTO office locations, and processing times. We have created detailed state-wise guides covering all 36 states and union territories. These guides include state-specific road tax rates, RTO office locations and contact details, special rules and regulations, processing times for various services, and tips specific to your state.
Common Problems and Solutions
- OTP not received: Check if the correct SIM is active, wait 60 seconds and retry, clear app cache, or try password-based login.
- Vehicle not found: New vehicles may take 2-3 weeks to appear in the database. Ensure the registration number format is correct (e.g., MH01AB1234).
- Payment failed: Refunds are processed automatically within 3-7 business days. Contact the helpdesk with transaction ID if not received.
- App crashing: Update to the latest version, clear cache, restart your phone, or reinstall the app.
- Digital documents not accepted: Show the 2018 MoRTH advisory to the officer. File a complaint if they still refuse.
